I.                   Call to Order

·         The meeting was called to order at 3:30 p.m. at City Hall, 270 South River Avenue, Holland, Michigan by Michael Kersman.

II.                Unfinished Business

·         A program administration sub-committee was established to explore options for coordinator the HTC Program. Members of the sub-committee include: Joyce Barkel, Alice Holliman, Michael Kersman, and Al Rios.

·         ADMINISTRATION REPORT: Joyce Barkel gave a report which included:

1.       Referrals: Eight referrals received from HPD in December were processed on January 8th, at the Fillmore Street Complex, from 12:00 to 2:00p.m. by ZHS. No other referrals have been received. Carol Dillenbeck was the presiding Judge with Michael Kersman assisting.

2.       Program Coordination: A request to form a sub-committee to explore options for coordination.

3.       Update on Projects: HCTV Teen Court Program efforts were put on hold indefinitely, due to negative undercurrent in the community regarding HCTV administration and program content.

4.       Program Expansion: A casework/process policy manual draft from Ottawa County Family Court was received (12/13/01). A ‘Letter of Understanding’ was mailed to agencies with an invested interest in the program expansion, to seek informal support for the expansion. Joyce met with the City Manager and HPD Chief to discuss the proposed program expansion feasibility. While in total support of the Teen Court Program concept, the City of Holland is in no position to shoulder the entire financial expansion process. A new structure needs to be developed which includes a collaborative effort to administrate and financially support the program. A discussion of potential resources followed.

5.       Other: No attempts were made to get pizza donations for night court de-briefings. Joyce requested a list of names and addresses for all student volunteers (FY2001).

III.             New Business

·         No new sessions were scheduled due to a lack of referrals.

·         There is a need to review and evaluate the training material for volunteers and schedule training sessions for new participants. Training material for volunteers will include mock trials, brochures, and handbooks.
